Japanese passport holders can get a visa on arrival in Azerbaijan for stays up to 30 days. This policy started in 2024, and the process is straightforward at Baku's Heydar Aliyev International Airport.

Entry requirements

RequirementDetailsStatus
eVisa application
Apply before travel
Apply for an Azerbaijan eVisa at evisa.gov.az. The standard processing takes 3 working days, and the visa is valid for 30 days. Print the approval email and carry it with your passport.Apply for eVisaRequired
Valid passport
Must cover entire stay
Your Japanese passport needs at least one blank page for the entry stamp. Azerbaijan does not require 6 months validity beyond your departure date — just enough to cover the trip.Required
Return or onward ticket
Immigration may ask
Border officers at Baku Airport occasionally ask for proof of onward travel. Have a printed or digital copy of your return flight or next destination ticket ready.Recommended
Proof of accommodation
Hotel booking or invitation
Carry a hotel confirmation or a letter from your host in Azerbaijan. Officers rarely ask, but having it avoids delays at the visa-on-arrival counter.Recommended
Proof of funds
Bank statement or cash
Have a bank statement showing sufficient funds for your stay, or carry cash (USD or EUR). The threshold is not officially published, but around $50 per day is a safe benchmark.Recommended
Visa on arrival only at Baku Airport
If you're arriving by land (from Georgia, Iran, or Russia), you cannot get a visa on arrival. You must get a visa in advance from an Azerbaijani embassy or apply for an e-visa online.
Registration required for stays over 15 days
If you stay more than 15 days, your hotel or host must register you with the State Migration Service. If you're in a private home, you must do it yourself within 15 days of arrival. Fines apply if you don't.

What happens at the border

1
Arrive at Baku Airport
After landing at Heydar Aliyev International Airport, follow signs to 'Visa on Arrival' before passport control. The counter is clearly marked.
2
Fill out the application form
A short form asks for your name, passport number, flight details, and accommodation address. Fill it in with a pen (provided at the counter).
3
Pay the fee and get your visa
Hand over your form, passport, and cash (USD or AZN). The officer will process it in about 10–15 minutes. You'll get a sticker in your passport.
4
Proceed to passport control
Show your passport with the new visa sticker, your boarding pass, and your return ticket. The officer may ask a few questions about your stay.
5
Collect your luggage and exit
After passport control, grab your bags from baggage claim and walk through customs. No arrival declaration is needed for personal items.
