No eVisa — apply at the embassy
Saudi nationals are not eligible for any Montenegrin electronic visa or online authorisation. Any website offering a 'Montenegro eVisa' for Saudi passport holders is not an official government service. Apply directly at the Embassy of Montenegro in Riyadh or the consulate responsible for your area.
Apply well ahead of summer travel
Embassy queues and processing times get longer from June to August. If you are travelling in peak season, submit your application at least four to six weeks before departure. Do not book non-refundable flights until the visa is in your passport.
No visa, no entry
There is no visa-on-arrival and no grace period. If you land in Podgorica or Tivat without a valid Montenegrin visa, you will be refused entry and returned at your own expense. Check your visa sticker before you fly — wrong dates or a missing entry stamp can cause problems at the border.

Confirm your passport is valid for at least 6 months past your entry date and has at least one blank page. Collect your photos, insurance certificate, hotel bookings, bank statements, and flight reservations. Make photocopies of everything — the embassy may keep a set.

Book an appointment at the Montenegrin embassy
Contact the Embassy of Montenegro in Riyadh or the consulate responsible for your region by phone or email to schedule a visa submission appointment. Walk-ins are rarely accepted. Ask about current processing times and the exact fee in Saudi riyals.

Submit your application in person
Attend the embassy on your appointment date with all original documents and copies. You will hand over your passport, pay the visa fee, and possibly provide fingerprints. Keep the receipt — you will need it to collect your passport.

Wait for processing
Short-stay visa processing typically takes 10 to 15 working days, but it can be longer in peak season. Do not book non-refundable flights until you have the visa in hand. You can usually track progress by calling the embassy with your receipt number.

Collect your passport and check the visa
When notified, pick up your passport. Check that the visa sticker shows the correct dates, number of entries, and your personal details. Report any errors immediately — fixing them after you leave the embassy is much harder.

Fly to Montenegro and clear border control
At Podgorica or Tivat airport, join the non-EU passport queue. Show your passport with the visa, your return ticket, and your accommodation booking if asked. Border officers may ask how long you are staying and where — answer clearly and keep your documents handy.
