Azerbaijan permits duty-free import of 1 liter of spirits (or 2 liters of wine/beer), 200 cigarettes (or 50 cigars/250g tobacco), and personal goods up to USD 800. Cash over USD 10,000 must be declared. Strict bans on narcotics, military items, and certain meats apply. These rules are current for 2026.

  • Unlicensed cultural valuables (antiques, artworks) without a permit from the Ministry of Culture

Restricted — allowed with a permit or declaration

  • Medicines containing narcotic or psychotropic ingredients (requires a doctor's prescription and a customs permit)
  • Plants, seeds, and agricultural products (require phytosanitary certificate)
  • Pets (cats, dogs) require a veterinary certificate with rabies vaccination and microchip
  • Drones and unmanned aerial vehicles (require prior registration with the State Civil Aviation Administration)
  • Satellite phones and encryption equipment (require a permit from the Ministry of Transport, Communications and High Technologies)

Rules worth knowing

Currency Declaration for AZN

There is no limit on importing Azerbaijani manat, but amounts over the equivalent of USD 10,000 must be declared. Export of AZN is limited to the equivalent of USD 500 without a bank permit.

Temporary Import of Vehicles

Non-residents may bring a vehicle for up to 3 months without paying duty, provided it is registered abroad. A carnet de passage or bank guarantee may be required at the border.

Cultural Valuables Export Permit

Any item over 100 years old (carpets, paintings, coins) requires an export permit from the Ministry of Culture. Without it, the item will be confiscated.
