Estonia is part of the EU customs union. For non-resident adults arriving from outside the EU, the duty-free allowance is 1 liter of spirits (over 22% ABV) or 2 liters of wine/beer (under 22% ABV), 200 cigarettes or 100 cigarillos or 50 cigars or 250g of tobacco, and personal goods up to EUR 430 (approximately USD 470 in 2026). Cash of EUR 10,000 or more (approximately USD 10,900) must be declared. These rules apply in 2026.

  • Pets (dogs, cats, ferrets) must have a microchip, rabies vaccination, and EU pet passport
  • Cultural goods and antiques (may require an export permit from the country of origin)
  • Drones over 250g (must be registered and comply with EU drone regulations)

EU internal travel

If you arrive from another EU country, there are no duty-free limits on goods for personal use (within reason). The rules above apply only to arrivals from outside the EU.

VAT refund for non-residents

Non-EU residents can claim a VAT refund (20%) on goods purchased in Estonia if the total invoice exceeds EUR 38. Goods must be exported within 3 months. Ask the store for a tax-free form.

Tobacco and alcohol age limits

You must be at least 18 years old to import tobacco or alcohol. Age verification may be requested by customs.
