Turkmenistan customs rules & duty-free allowances
Turkmenistan strictly prohibits import of narcotics, pornography, and any literature critical of the government. Duty-free allowance for alcohol is 1 liter of spirits or 2 liters of wine/beer, and for tobacco 200 cigarettes or 250g of tobacco. Cash amounts over USD 10,000 must be declared. These rules apply in 2026.
Duty-free allowances
Prohibited — banned from import
- Narcotics and psychotropic substances (including cannabis, heroin, cocaine, and synthetic drugs)
- Pornographic materials (any media depicting nudity or sexual acts)
- Literature, films, or media critical of the government, President, or Turkmenistan's political system
- Firearms, ammunition, and explosives (except with special permit from Ministry of Internal Affairs)
- Radioactive materials and hazardous waste
- Live animals (except cats and dogs with valid veterinary certificates and microchip)
Restricted — allowed with a permit or declaration
- Medicines containing narcotic or psychotropic ingredients (require a doctor's prescription and a permit from the Ministry of Health)
- Plants, seeds, and agricultural products (require phytosanitary certificate and import permit)
- Drones and unmanned aerial vehicles (require prior authorization from the Ministry of Defense)
- Satellite phones and encryption equipment (require a license from the Ministry of Communications)
- Cultural artifacts and antiques (require an export permit from the Ministry of Culture)
Rules worth knowing
Currency Declaration
All foreign currency and traveler's cheques must be declared on arrival. You may export only the amount you declared on entry, minus any spent. Turkmenistan manat (TMT) cannot be taken out of the country.
Alcohol and Tobacco Import Limit
The duty-free allowance is strictly per person. If you exceed the limit, the entire quantity may be confiscated and a fine imposed. No duty-paid option is available at customs.
Strict Prohibition on Political Material
Any printed or digital material deemed to criticize the government, President, or state ideology is prohibited. Customs officers may inspect phones, laptops, and tablets. Offenders risk detention and deportation.
Gifts and Personal Items
Personal items (clothing, electronics, jewelry) for own use are duty-free up to USD 800. Items for commercial purposes or exceeding the limit require a customs declaration and payment of duty.
