No. There is no visa-on-arrival for Ugandan passport holders. You must get a visa from a Bosnian embassy before you travel.
There is no Bosnian embassy in Uganda. The nearest embassy that processes visas is in Nairobi, Kenya. You can also apply at the Bosnian embassy in Addis Ababa (Ethiopia) or any other Bosnian embassy that accepts applications by mail — check with them first.
