If you're transiting through a Latvian airport and staying airside (not passing through immigration), you generally don't need a visa. But if you need to enter the Schengen area for any reason — even a few hours — you'll need a Schengen visa.
A standard short-stay Schengen visa allows you to stay up to 90 days within any 180-day period. This applies to the entire Schengen area, not just Latvia.
