Andorra customs rules & duty-free allowances

Last reviewed July 2, 2026·Official source

Andorra is a customs micro-state with no VAT but strict duty-free limits because it is not in the EU customs union. The biggest trap in 2026 is the low alcohol allowance — officers are thorough and penalties for exceeding it can be steep.

Duty-free allowances

Alcohol
1.0 L
1L of spirits over 22% ABV, OR 2L of wine or beer (total alcohol equivalent). Must be 18+. Over the limit, duty is 15% of value.
Tobacco
200 cigarettes
or 50 cigars / 250 g
Cash to declare
$10,900
€10,000 (approx. $10,900 USD) or equivalent. Declare in writing at customs upon arrival. No specific form number; ask officer.
Goods duty-free
$870
Duty-free allowance for personal goods up to €800 (approx. $870 USD) per person. Above that, duty is 15% of the excess value.

Prohibited — banned from import

  • Narcotics and psychotropic drugs (including cannabis, even for medical use without prior permit)
  • Firearms, ammunition, and explosives (except with special police permit)
  • Counterfeit goods and pirated items
  • Endangered species products (CITES-listed) without a permit
  • Radioactive materials and hazardous waste
  • Obscene or seditious materials

Restricted — allowed with a permit or declaration

  • Medicines containing controlled substances (prescription + prior authorization required)
  • Live animals and plants (need health certificates and CITES permits)
  • Drones (must be registered with Andorran Civil Aviation; max weight 25 kg)
  • Satellite phones and encrypted communication devices (require prior approval from telecom authority)
  • Cultural artifacts and antiques (export permit needed if over 100 years old)

Arriving: red vs green channel

Use the green channel if you have nothing to declare and are within duty-free limits. Use the red channel if you exceed allowances or have restricted items. No arrival card is required; just walk through.

Bringing medication

Personal medications in original packaging with a prescription for more than 30 days' supply. Narcotics and psychotropics require prior authorization from the Andorran Ministry of Health. Some common Western drugs (e.g., codeine) are controlled.

Food, plants & animal products

No fresh meat, dairy, or plant products from outside the EU. Processed foods in sealed commercial packaging are allowed in small quantities for personal use. Declare any food at the red channel.

Rules worth knowing

No VAT – But Duty Applies

Andorra has no VAT, but customs duty of 15% applies to goods exceeding the duty-free allowance. Keep receipts for expensive items.

Tobacco and Alcohol Are Per Person

Allowances are per adult (18+). You cannot pool allowances with other travellers. Each person must carry their own goods.

Cash Declaration Is Strict

€10,000 or more in cash (or equivalent) must be declared. Failure to declare can result in seizure and fines up to 50% of the amount.
