Indonesia customs rules & duty-free allowances
Indonesia's customs enforcement is strict and unpredictable, with severe penalties for prohibited items like narcotics and unauthorized electronics. The mandatory electronic Customs Declaration (e-CD) must be completed before arrival, and officers frequently inspect devices for banned content. Counterfeit goods and undeclared cash are common pitfalls.
Duty-free allowances
Prohibited — banned from import
- Narcotics, psychotropic substances, and drug paraphernalia (strictly banned, severe penalties including death)
- Pornographic materials (including digital files on devices)
- Firearms, ammunition, explosives, and weapons (including replicas and airsoft guns without permit)
- Certain Chinese-language publications and materials deemed subversive
- Endangered species and products (e.g., ivory, turtle shells, certain bird feathers)
- Radioactive materials and hazardous waste
Restricted — allowed with a permit or declaration
- Medications containing narcotics or psychotropics (require BNN permit)
- Drones and unmanned aircraft (require prior approval from Ministry of Transportation)
- Satellite phones and radio transmitters (require permit from Ministry of Communication and Informatics)
- Plants, seeds, and live animals (require quarantine clearance and import permit)
- Cultural artifacts and antiques (require export permit from Ministry of Education and Culture)
Arriving: red vs green channel
After collecting luggage, proceed to Customs. Use Green Channel if within duty-free limits and nothing to declare; Red Channel otherwise. All travelers must complete e-CD online (beacukai.go.id/ecd) within 3 days before arrival or at airport kiosk. Paper forms not accepted. Random inspections occur in Green Channel.
Tax-free shopping & VAT refunds
VAT refund (PPN) available for tourists on purchases of at least IDR 500,000 (approx. USD 32) from stores with 'Tax Free' signage. Refund is 10% of VAT (~8-9% after fees). Claim at airport before check-in with goods, receipts, and passport. For non-residents staying less than 60 days.
Bringing medication
Personal medications allowed up to 3 months' supply with doctor's prescription in English or Indonesian. Narcotics, psychotropics, and controlled painkillers (e.g., codeine, tramadol, diazepam) require permit from Indonesian National Narcotics Agency (BNN). Pseudoephedrine banned without special permit.
Food, plants & animal products
All food, plants, seeds, and animal products must be declared. Fresh produce, meat, and dairy generally prohibited without phytosanitary certificate and import permit from Indonesian Agricultural Quarantine Agency. Processed foods in sealed commercial packaging usually allowed in small quantities for personal use.

All arriving passengers must complete e-CD online (beacukai.go.id/ecd) within 3 days before arrival or at airport kiosks. No paper forms accepted. QR code scanned at customs. Failure to submit causes delays.
Laptop and Electronics Inspection
Customs officers frequently inspect laptops, phones, and tablets for prohibited content (e.g., pornography, political material). Ensure devices are clean. Officers may confiscate devices and detain you if illegal content found.
Gifts and Souvenirs from Abroad
Gifts brought for others count toward personal goods allowance (USD 800). If total value exceeds USD 800, duty applies on entire excess. Each traveler has individual allowance; family packages not pooled.
Strict Enforcement on Counterfeit Goods
Bringing counterfeit brand-name items (e.g., fake designer bags, watches) is illegal. Customs can seize them and impose fines. Genuine items fine but may be questioned if many of same brand.
