Kuwait strictly enforces Islamic law in customs: alcohol and pork are completely banned, and any material deemed contrary to Islamic values (e.g., certain books, films, religious items) is prohibited. All arriving travellers in 2026 must comply.

Arriving: red vs green channel

Upon arrival, proceed to the Red Channel if you have goods to declare or exceed allowances; otherwise use the Green Channel. You must complete a Customs Declaration Form (paper or electronic) even if you have nothing to declare. Officers may randomly inspect baggage.

Bringing medication

Personal medications are allowed for up to 3 months' supply with a valid prescription. Narcotics, psychotropics, and some common Western drugs (e.g., codeine, tramadol) are strictly banned without prior approval from the Ministry of Health.

Food, plants & animal products

All food, plants, seeds, and animal products must be declared. Pork and pork products are banned. Fresh fruits, vegetables, and meat require a health certificate and are subject to inspection.

Alcohol and Pork Ban

Kuwait has a zero-tolerance policy on alcohol and pork. Any amount found in luggage will be confiscated, and the traveller may face fines or legal action. Do not pack even small quantities.

Islamic Content Restrictions

All imported materials (books, films, magazines, software) are screened for content that violates Islamic values. Items deemed blasphemous, pornographic, or promoting other religions may be seized.

Gifts and Personal Effects

Gifts valued over 50 KWD (approx. 163 USD) are included in the 250 KWD duty-free allowance. Commercial samples and goods for resale require a customs broker and payment of duties.

Tobacco Allowance is Per Person

The tobacco allowance (200 cigarettes OR 50 cigars OR 250g tobacco) is strictly per adult traveller. Mixing categories is not allowed. Exceeding this limit results in confiscation and a fine.

Frequently asked questions

Perfumes and colognes containing alcohol are generally allowed for personal use in reasonable quantities (e.g., one or two bottles). However, customs may confiscate if they suspect commercial intent. Avoid large volumes.
If you are transiting and do not clear customs (i.e., remain airside), alcohol in sealed duty-free bags is usually permitted. However, if you must enter Kuwait (e.g., overnight layover), alcohol will be confiscated upon arrival. Check with your airline.
You must declare the excess on the Customs Declaration Form. A flat 5% duty is applied to the value above 250 KWD. Failure to declare can result in seizure and a fine of up to double the duty owed.
E-cigarettes, vaping devices, and e-liquids are banned for import. They will be confiscated if found. Use of vaping products is also prohibited in Kuwait.
