Even if you have a ticket to Malaysia, the airline will likely refuse to let you board if they know you hold an Israeli passport. You could lose the cost of your ticket. Always check with the airline before booking.

What happens at the border

1
Do not book travel to Malaysia
Unless you have written approval from the Malaysian government, do not purchase flights or make plans to enter Malaysia. You will be refused boarding by airlines or refused entry upon arrival.
2
If you arrive without approval
At Kuala Lumpur International Airport (KUL) or any other entry point, immigration officers will stamp 'REFUSED ENTRY' and you will be placed on the next available flight back to your point of origin. You may be held in a transit area until that flight departs.
3
Contact the nearest Malaysian embassy
If you believe you qualify for an exception, contact the Malaysian embassy or consulate in your current country before any travel. They will advise on the process for seeking special permission from the Ministry of Home Affairs.

Frequently asked questions

No. Malaysia does not issue visas to Israeli passport holders. Even if you apply at a Malaysian embassy, your application will be rejected. The only exception is for official government or UN business with prior approval from the Malaysian Ministry of Home Affairs.
You will be refused entry at immigration. You'll be held in a transit area until the next available flight back to your departure point, and you'll likely be responsible for the cost of that flight. You may also be banned from future entry.
Technically, you can stay in the international transit zone without passing immigration, but airlines may still refuse to board you if you have an Israeli passport, because they fear you'll be denied entry. It's safer to avoid transiting through Malaysia altogether.
In extremely rare cases, the Malaysian government may grant entry for official diplomatic or UN missions. You would need to apply through the Malaysian Ministry of Home Affairs well in advance, and approval is not guaranteed. There is no standard process for ordinary travelers.
The MDAC is an online declaration required for most travelers, but it is irrelevant for Israeli passport holders because you will not be admitted in the first place. Do not attempt to submit an MDAC — it won't change the entry ban.
If you hold another passport in addition to Israeli citizenship, you may be able to enter Malaysia using that other passport, provided it does not show any Israeli stamps or visas. However, Malaysian authorities may ask about your Israeli citizenship, and if they discover it, you could still be refused entry. It's a risk you take.
Change your flight to avoid Malaysia. Choose a transit hub in a country that admits Israeli passport holders, such as Singapore, Thailand, or the UAE. Do not rely on being allowed to stay in the transit zone — airlines may deny boarding.
