Palestine's customs are enforced by the Palestinian Authority but heavily influenced by Israeli border controls at crossings. The biggest risk is bringing items that could be seen as dual-use or security-sensitive—even common electronics or tools may be confiscated. These rules apply to all non-resident adults arriving by air or land in 2026.

Prohibited — banned from import

  • Pornographic material (including digital files)
  • Items bearing Israeli or Palestinian political symbols that could incite conflict
  • Live animals without import permits
  • Counterfeit currency and goods

Restricted — allowed with a permit or declaration

  • Medications containing controlled substances (requires Ministry of Health permit)
  • Drones and remote-controlled aircraft (requires Civil Aviation Authority approval)
  • Satellite phones and encrypted communication devices (requires prior security clearance)
  • Large quantities of electronics (e.g., more than 2 laptops)—may be deemed commercial
  • Cultural artifacts and antiquities (export permit needed)

Arriving: red vs green channel

At land crossings (e.g., Allenby Bridge) you receive a customs declaration card—fill it out and hand it to the officer. There is no red/green channel system; all luggage may be scanned. If you have nothing to declare, simply proceed after presenting your card.

Bringing medication

Personal medications in original packaging with a doctor's prescription (in English or Arabic) for quantities exceeding a 30-day supply. Narcotics, psychotropics, and some common painkillers (e.g., codeine) require prior approval from the Palestinian Ministry of Health.

Food, plants & animal products

Fresh fruits, vegetables, meat, dairy, and plants are generally prohibited without a phytosanitary certificate. Processed and packaged foods for personal use are allowed if declared.

Israeli Border Control Overlay

Even though you clear Palestinian customs, entry into the West Bank is via Israeli-controlled crossings. Israeli security may conduct separate checks and confiscate items they deem security risks—including binoculars, knives, or large cameras.

Dual-Use Goods Scrutiny

Items that could be used for both civilian and military purposes (e.g., certain chemicals, GPS equipment, industrial tools) are strictly controlled. Declare them or risk seizure.

Gifts and Commercial Intent

If you bring more than 3 identical items (e.g., 3 phones, 3 watches), customs may treat them as commercial imports and require a customs broker and duty payment.

Frequently asked questions

Drones require prior approval from the Palestinian Civil Aviation Authority and the Ministry of Communications. Without permits, the drone will be confiscated at the border.
You clear Israeli customs at Ben Gurion Airport or the border crossing, then again at the Palestinian Authority checkpoint. Declare the same items both times to avoid penalties.
No general ban, but any material deemed inciteful or containing political content may be confiscated. Stick to standard religious or educational books.
