Mozambique customs rules & duty-free allowances
Mozambique's customs enforcement is strict, with the biggest risk being failure to declare cash over 10,000 USD—penalties include confiscation and fines. Non-resident adults receive a modest duty-free allowance, but exceeding it triggers a flat 20% duty. All travellers must complete a Modelo B declaration card, even if using the green channel.
Duty-free allowances
Prohibited — banned from import
- Narcotics and psychotropic substances (including marijuana, even for medical use without prior authorization)
- Firearms, ammunition, and explosives (unless with a special permit from the Ministry of Interior)
- Pornographic materials (including digital media)
- Counterfeit currency and goods
- Endangered species and products (e.g., ivory, rhino horn, certain shells)
- Radioactive materials and hazardous waste
Restricted — allowed with a permit or declaration
- Medications containing controlled substances (require prior authorization from the Ministry of Health)
- Plants, seeds, and live animals (require phytosanitary or veterinary certificates)
- Drones and radio communication equipment (require a license from the National Communications Institute)
- Cultural artifacts and antiques (require an export permit from the Ministry of Culture)
- Satellite phones (require prior authorization from the Ministry of Transport and Communications)
Arriving: red vs green channel
After collecting luggage, pass through customs. Use the green channel if you have nothing to declare and are within allowances; use the red channel if you exceed limits or carry restricted goods. Complete a Modelo B customs declaration card (available at the counter) and hand it to the officer at the exit.
Bringing medication
Personal medications for up to 30 days are allowed without a prescription. For controlled substances (e.g., strong painkillers, psychotropics), carry a doctor's prescription in English or Portuguese and a letter from your doctor. Some common Western medications (e.g., codeine, diazepam) are classified as controlled and may require prior authorization from the Ministry of Health.
Food, plants & animal products
All food, plants, seeds, and animal products must be declared. Fresh fruits, vegetables, meat, and dairy are generally prohibited without a phytosanitary certificate. Processed, commercially sealed foods for personal consumption are usually allowed in small quantities.

Mandatory Customs Declaration Card
Every arriving traveller must complete a Modelo B customs declaration card, regardless of whether they have goods to declare. The card is handed to the customs officer at the exit.
No Duty-Free Shops at Arrival
Mozambique does not have duty-free shops in the arrivals area. All duty-free allowances apply to goods purchased abroad and brought in. Keep receipts handy.
Used Personal Electronics May Be Taxed
Officers may assess duty on used laptops, cameras, or phones if they appear new or are multiple units. Carry proof of prior ownership (e.g., purchase receipt or travel insurance valuation).
